Fifteen years inside demanding public institutions.
From the Pentagon to the Treasury, from an Inspector General's office to a diaspora investment fund. Most of it hands-on: running the migration, building the platform, writing the framework, sitting with the auditors.
Six projects that shaped the practice
IT demand and requirements management, DoD Office of Inspector General
Wrote the requirements management plan that gives the Office of the CIO one traceable path from a business need to a delivered solution, and the executive briefings that carried it to adoption. Set up the demand management process and its prioritization model, part of a new capital planning (CPIC) process, and took part in the selection reviews that rank competing demands against the OCIO's strategic objectives. Ran the business analysis and wrote the specifications for a budget automation tool, an enterprise data catalog, the SharePoint Online tools that replace legacy workflows, and the proof of concept of an AI search tool built on retrieval-augmented generation: implemented, and now being extended as a pilot to the office's other components. Wrote the retirement plan for FootPrints, the legacy IT service management platform, as part of the ServiceNow implementation: workspace inventory, data migration and archival, access revocation and cutover, on a timeline that runs from read-only in July 2026 to decommission in December 2026.
Oracle ERP migration, U.S. Treasury
Led the migration of seven legacy financial systems onto Oracle Financials, in one of the most complex financial environments in the federal government. The result was financial reporting in real time and books that stand up to audit.
IT governance framework, DoD Office of Inspector General
Designed the framework that ties DoD policy, the Enterprise Architecture Review Board, the Technical Review Board and the Change Control Board to portfolio management, so that leadership can see and steer a technology portfolio spread across many sites.
Financial systems modernization, FEMA (with IBM)
Deputy project manager on the program that replaced FEMA's core financial system through shared services and outsourcing. Owned the project plans, schedule and action items, the work order management plans, the financial systems strategy and the business cases that went to leadership.
Financial management systems consolidation, Department of the Navy
Led the effort to bring several financial management systems into one enterprise solution: project plans and charters, SharePoint requirements, status reporting, acceptance testing, standard templates and the stakeholder work that makes a consolidation stick. With Booz Allen Hamilton.
Cloud migration, DoD and Office of Naval Research
As part of a Booz Allen Hamilton team, led the cloud migration and application rationalization for the Department of Defense and the Office of Naval Research: retiring legacy applications and modernizing the infrastructure under mission-critical systems.
